Performance management for teachers and headteachers
Performance management (PM) is the process for assessing the overall performance of a teacher or headteacher, in the context of the individual's job description and the provisions of the School Teachers' Pay and Conditions Document (STPCD), and making plans for the individual's future development in the context of the school's improvement plan. Professional standards provide the backdrop to discussions about performance and future development. The standards define the professional attributes, knowledge, understanding and skills for teachers at each career stage.
Arrangements for performance management in schools should be consistent with the principles and practice of equal opportunities and the legislative requirements and duties which apply to schools and LAs. Schools need to ensure that their individual arrangements are managed effectively, transparently and fairly, and applied consistently.
From 1 September 2009 (Round 10), threshold assessment for teachers in England subject to the Education (School Teacher Performance Management) (England) Regulations 2006 will be based on the evidence contained in the Performance Management Review statements covering a two-year period leading up to the request for assessment. As a result, DCSF and social partners have made some minor changes to the PM guidance and model PM policy to reflect this, and you can download these documents by following the link below under 'The current arrangements'.
The updated documents focus mainly on some changes in relation to threshold assessment from 1 September 2009. DCSF and its social partners are, however, committed to revising the PM guidance and model PM policy further, and aim to publish updated documents in spring 2010. These documents will be placed on this website.
Further information about threshold assessment can also be found on this website.
